The plot involves an alien scientist who comes to Earth and assumes human form in order to perfect technology which will radically change Earth's environment to be suitable for habitation by his own species. Another of the aliens, having discovered the true nature of Banning's plans, abandons him and joins up with a human scientist in an attempt to prevent the destruction of Earth and humanity.
The series was filmed in Toronto, Ontario, Canada. It was cancelled after a single season and ended on a cliffhanger.

These demons threatened to destroy the human race, for they themselves lived only for conquest and destruction. These days, two grave robbers accidentally opened the tomb, freeing the demons. The demons (Diabolico, Loki, Vipra, Jinkser, and little Impus), chief among whom was Diabolico, decided to return to their old palace, but found that in its place now lies the large seaside town of Mariner Bay. They did not like it and decided to destroy an unexpected obstacle. They themselves are still located in another dimension in the Skull Cave.
When the defense organization Lightspeed, led by Captain Mitchell, learned of the resurrection of the demons, it set in motion its critical plan to assemble five carefully selected men to equip them with the super-technology of the Rangers, thus creating a new squad of fighters against evil.
