He graduated with honors from the Sverdlovsk Law Institute in 1973 and graduate school of the same institute (early).
After graduation he worked as a teacher at the Sverdlovsk Law Institute. He was the dean of the Faculty of Justice. In 1987 he defended his doctoral thesis on the constitutional problems of self-government.

In 1989 he went to work in the Central Committee of the CPSU head of the department for legislative initiatives and legal issues. From 1991 to 1992 he worked as a senior consultant to the Minister of Security Viktor Barannikov. In 1993, he headed the Research Institute of Problems of Strengthening Law and Order under the Prosecutor General’s Office, joined the Board of the Prosecutor General’s Office.
In 1995-1999 — Prosecutor General of the Russian Federation; approved by the Federation Council after a long vacancy, which came as a result of the resignation of A.I. Kazannik.
After the financial crisis on August 17, 1998, when the GKO pyramid collapsed, Yuri Skuratov began investigating the activities of 780 high-ranking state officials who were suspected of playing in the GKO market using official position. Among the officially named suspects were Anatoly Chubais, other young reformers (Deputy Prime Minister Serov, former Foreign Minister Kozyrev, Deputy Finance Minister Vavilov, etc.) and Yeltsin’s daughter.
Yeltsin was removed from his post after a film was widely disseminated and demonstrated on VGTRK, where “a person who looks like the Prosecutor General” (a phrase repeated in those days by many publications) has sex with two prostitutes. Skuratov himself claimed that the film was fake. The quality of the recording does not allow us to say that it is Skuratov.
In 2000, Skuratov participated in the election of the President of Russia, but took one of the last places, receiving 0.43% of the votes of voters participating in the elections.
In 2007 he was the President of the Foundation “Legal Technologies of the XXI Century”.
