Mark Weil is the founder and artistic director of the first in the former USSR, and still the only in Uzbekistan, non-state theater Ilkhom.
Under the artistic direction of Mark Weil, international theater festivals Theatre: East-West (1993) and Ilkhom-XX (1996) were held. One of the organizers of the International Festival of Contemporary Music and Theatre "Ilkhom-XX".
Mark Weil staged performances in Tashkent (Uzbekistan), Moscow (Russia), Bulgaria, Yugoslavia, USA. Many of his performances, such as “Petersburg Wedding” (V. Brecht), “Clomadeus”, “Happy Beggars” (according to K. Gozzi) were presented at international festivals in Austria, Holland, Yugoslavia, Ireland, Norway, Germany, USA, etc. He is also the author of many television films. His last major work is the documentary The End of the Century. Tashkent was shown at international festivals in Holland, Germany and France.
In 1995, Mark Weil opened the School of Dramatic Art at the Ilhom Theatre. He has lectured at schools of dramatic arts and universities in different countries: Tashkent Theatre and Art Institute (Uzbekistan), Moscow Academy of Theatre Arts (Russia), Columbia University (New York, USA), Washington State University (Seattle, USA), University of Hawaii (Honolulu), University of Northern Iowa, University of California (Long Beach), School of Dramatic Arts Oslo (Norway) and Bologna (Italy).
