It is difficult to recommend such pseudo-historical films for viewing. I have never approved the use of real events and characters for free scenario moves. I think this approach is unethical. For what purpose the authors of the series distorted history, distorted the fate of famous personalities, invented non-existent facts – I do not know. In addition, reliable sources are available and clearly tell about the time of the formation of Soviet power in the city of Rostov.
The series is quite strongly correlated with the long-standing project about criminal investigation officers in Severinovka - 'Green van'. The same essence, at the same time, the same colorful South Russian region. One could say that the characters are just as colorful, but, with all due respect, the characters greatly lose the charm of Grishchenko, Patrickev, Handsome, Fedka Bull, Chervnya. Not convincing actors in their roles, too theatrical, or what. From the point of view of artistic design, the film is potentially good, but the implementation is pretty lame. Drama in most scenes is achieved not by the psychology of the moment, but by the blood of the action. Characters sometimes behave illogically, inconsistently. Sometimes it seems that this is a teenage simple project, like 'Timur and his team' where the chosen line necessarily leads us to the inevitable natural ending.
As for the atmosphere in the picture, the overall impression is satisfactory. If you were to provide full-scale shooting with a normal whole and professional extras, it would be almost good! Often the absence of other people in the frame greatly reduces the level of immersion in the plot and convinces the viewer of the scarcity of funding.
The only thing I would praise this TV project for is for stimulating the interest of the layman in the history of the country! Although somewhat artisanal, fantasy and clumsy, the film will definitely give a considerable impetus to the audience to search for reliable information about events and people! Perhaps someone will go further and show interest in understanding the basics of patriotism, in understanding the philosophy of goodness and the essence of service to Russia.

And we are shown restored to shine houses and mansions, museum farmsteads (like Mednik’s bed). 'I don’t believe it!!'

Our people love films about brave operatives, i.e. about the police-police-special services, which any intrigues of a criminal and anti-state element suppress at the root. And there is nothing wrong with this, one of these, and if the action is unfolded in historical scenery, then in general a holiday of the soul. Rostov interested me literally from the first minutes, the creators managed to create the necessary interest and action. That’s just the development of the plot went not upward, but stagnated, and the end slid to absurdity, when the political component suppressed the fight against crime. During the viewing, involuntarily, began to compare “Rostov” with “Liquidation” and the comparison came out not in favor of the new film and here’s why.
First, the heroes, the creators gave an excellent seed could not reveal the characters and personalities of the heroes, the image of Kozyrev from some point became cardboard, and the inner fire disappeared in it, so that the loss of loved ones he perceived not stoically or dramatically, but picture. And this is the main character who passed through the whole series, what to say about the secondary ones, who do not have so much time. The kettle performed by Okhlobystin was remembered only by limitless actions. And the color of other criminals reduced to the external entourage. And Mednik remained completely misunderstood, his actions exactly reduced to the imagination of the screenwriters, and aggravated by the illogicality in the end. Rtischev turned out to be too obsessed with a romantic, not a realist. In "Liquidation" managed to reveal not only the main positive or negative characters, but also the criminal world of those years.
Second. The political component, or rather the counter-revolutionary underground, this plot line, which became the main one in the end, only hurt the impression. The capture plan, which with manic persistence was carried out by the main villain, strikes a lot of inconsistencies. It was impracticable – in no case, simply in terms of the correlation of forces in the city, the mode of action and the mood in Rostov on the Don of those times. And the outcome of this came out quite “sour” in this film. Again, Liquidation had a balance and an understanding of politics and life.
Third. The action that pleased me during the first half of the film began to drag on, and the denouement did not impress at all. Again, in the indicated “Liquidation”, the denouement became the decoration of the film and complemented the images of the heroes.
The actors, from their roles, squeezed the maximum, but the shortcomings of the script could not be revealed to them. Smolyaninov was not bad in the role of Kozyrev, Alexei Barabash pleased to a certain point in the role of Rtischev, very liked Sophia Ardova and Kristina Boreiko in female roles. That's probably what's positive. It is even inconvenient to talk about the triumph of the Liquidation in this component, the magnitudes are incomparable.
In general, I can say that you can watch the series, it is no worse than many from the broadcast channel, even surpasses others, but the distortion in the counter-revolutionary side spoiled the impression, as well as the stagnation of the action with the template of the characters towards the end. In the center of the plot, Ivan Kozyrev, nicknamed Trump, is a former robber thief who became the first head of the criminal investigation department of the Don capital.
The prototype of the trump was the historical character Stanislav Nevoit nicknamed Kosa, whose fate is rather sad, after bringing order and strengthening the power of the Bolsheviks in the country.
The trump card was played by Arthur Smolyaninov, a hitherto unknown actor, whom I will never forget. The image of the trump, apparently, intuitively borrowed from everyone’s favorite captain Zheglov: straightforward, lively mind, ingenuity, grip, discipline, loyalty to the oath. Unlike Gleb Egorovich, Kozyr does not know how to read or write, in his manners, undisguised rural simplicity and the shock of “well, did you think I would not catch you?” ?
Duo Kozyr and Bird (Alexander Golovin) again returns us to the “meeting place that can not be changed” – one handsome, the second strict boss in a jacket with a mustache.
Ivan Okhlobystin (Kotelok) is a robber, racketeer a libertine. The stamp of Bykov, brilliantly played in Interns, does not allow me to adequately assess the acting of the villain.
Alexey Barabash (Rtischev) is the head of the Cheka. Probably one of the most underrated heroes with his own motives and strategy. I almost like him. The actor is very well selected for this role.
Konstantin Adayev played the main antagonist of Kozyr, a robber named Mednik. The villain (if not the Joker) must be hated and scorned. Adayev succeeded. His character is a risky, ambitious gang leader with a depressed face and a straight, clear look. Even when he laughs in the frame, the psychopathic manic “bad” does not come off his face.
If Evgeny Mironov’s Ashes (2013) is an extremely heavy film, then Rostov and Smolyaninov (2019) are a sad story, but it looks easy in one breath.
From the point of view of the art genre, this is a big plus, since 16 episodes of an oppressive story would be very difficult to watch.
