The action takes place from April to December 1986. The Ukrainian department of the KGB of the USSR becomes aware of the interest shown by foreign special services to the Chernobyl nuclear power plant. To establish the location on the territory of Pripyat experienced CIA officer Albert Lenz, who is suspected of espionage, the city arrives Lieutenant Colonel of military counterintelligence Andrei Nikolaev.

Early 80s. On the background of stagnant phenomena and the difficult economic situation in the country, progressive forms of production management appear, allowing to provide workers with decent working conditions and wages. But not everyone likes it. Ministerial apparatchiks are dissatisfied with the head of the progressive gold mining artel Severnaya Ivan Lagin: he does not share their money with them, but pays large salaries to workers.

They are trying to "squeeze" from his mine, which brings not only Lagina, but also the whole state fabulous money. There are administrative tricks, bribery, violent actions. He enters the struggle for the cause of all life and seeks protection in the Kremlin. But, despite his connections, Lagin finds himself in prison: bandits attack the mine, and his sons stand up to protect the family business. While in prison, Ivan writes a letter to Andropov about the need for reforms in the gold mining industry. Andropov understands that the country needs changes.
