The future scientist was born in Brooklyn in a family of Jews who emigrated from the Austro-Hungarian city of Bereagas (now the city of Beregovo in Ukraine) on July 31, 1912. He studied first at Rutgers and then at the University of Chicago, graduating in 1934. He studied economic and mathematical disciplines. He conducted scientific and teaching work, in particular, working at the University of Chicago, in 1937 he moved to the National Bureau of Economic Research, where he worked for many years. Also, as an economist with a recognized reputation, worked in the US Treasury, after the war defended his doctorate, became a professor at the University of Chicago.
