In his affair with a married girl, she sets the tone for everything. Breaking out of the captivity of a strange authoritarian artist, she is likely looking for peace and freedom with the guy.
But how would she be surprised if she caught him with someone else? And that's where the real Verhoeven begins. And irony and tension and subtext. At the end of the day, it's just realistic that people would sit together and be silent. . .
