The season was less extensive than previous seasons and despite a number of interesting finds (say, the assertion of a common universe of all Riders with a mandatory "team-up" season), remained relatively unnoticed. It also revealed a trend that was then clearly traced in the series up to the 90s - much more attention was paid not to the hero himself as a person, but to his image of Ryder. The heroes themselves, as people, were often (but not always) quite flat “good guys”, the emphasis was on their role as a masked Rider. In other words, the image was more important than its carrier. Also in the series established a set of rules, what should be the “real” Kamen Ryder is a cyborg, a man, on a motorcycle, with a hanshin belt, etc.

In the last years of Victoria's reign, London is beset by the "Touched": people — mostly women — who suddenly manifest abnormal abilities, some charming, some very disturbing. Among them are Amalia True, a mysterious, quick-fisted widow, and Penance Adair, a brilliant young inventor.
