Okamura was born in 1962 in Fukushima Prefecture in Japan. As a child, his family moved to Yokohama, Kanagawa Prefecture, where he spent his childhood. After graduating from Tensai University, Okamura joined the Madhouse animation studio, where he received a position as an animator. He made his debut as a director in 1991. Then he directed an episode from the anime "Jawar!". It was a film adaptation of the manga of the same name, consisting of 124 episodes.
In 1995, Tensai Okamura directed his first full-length animated film titled Memories of the Future. It was an adaptation of three parts of the manga. Okamura worked on the third part of “Smelling Bomb”, which was a story with black humor about the creation of a new type of weapon.
Tensai soon left Madhouse and decided to work on projects on his own. In 2003, he became the director of the first film.
