Born in the city of Yeysk Krasnodar Territory. In the Soviet Army since 1955. He graduated from the Omsk Tank School in 1959, the Military Academy of Armored Forces named after R. Ya. Malinowski (1975), the Military Academy of the General Staff of the USSR Armed Forces (1983).

In November 1992, by the Decree of the President of the Russian Federation, B. N. Yeltsin was appointed Chief of the General Staff of the Armed Forces of the Russian Federation - First Deputy Minister of Defense of the Russian Federation in place of the deceased Army General V. P. Dubinin. During his 4 years in a key position in the Armed Forces, he did not show himself in any way, completely obeyed the will of the President and the Minister of Defense of the Russian Federation. It bears its share of responsibility for the unprepared withdrawal of troops from abroad, the mass loss of combat readiness of units and formations, the unsuccessful actions of Russian troops in the first Chechen war. General of the Army (the rank was awarded by the decree of the President of the Russian Federation of May 5, 1995). In 1994-1996 he was also a member of the Security Council of the Russian Federation.
After the dismissal of the Minister of Defense of the Russian Federation P. S. Grachev in June-July 1996, he temporarily served as Minister of Defense. In October 1996 he was removed from his post as Chief of the General Staff. He was appointed acting head of the Military Cooperation Staff of the Commonwealth of Independent States. In November of the same year, his candidacy was submitted by the President of the Russian Federation B. N. Yeltsin for approval in the agenda of the meeting of the heads of the CIS member states, but was not approved by the Minister of Defense of the Russian Federation. Since July 1998 – Chairman of the State Technical Commission under the President of the Russian Federation. In September 1999, he was released from his post and dismissed upon reaching the age limit for military service.
Lived in Moscow. He died on March 26, 2007.
