In 2002, he was appointed chairman of the Donetsk Regional State Administration and became a deputy of the Donetsk Regional Council. In the same year he was appointed Prime Minister of Ukraine. Along with state activities, he actively conducted political work in the Party of Regions, the head of which he was elected in 2003. He put forward his candidacy in the presidential elections in 2004, but lost to Viktor Yushchenko in the third round of voting.
