Hall was born on May 14, 1981. In his youth, he played computer games with Chris Butcher, who later became the technical director of the American computer game development company Bungie and worked on games such as Halo and Destiny.
Hall himself began developing computer games as a child, when his parents bought an Amiga computer for him.
For five years, Dean served as an officer in the Royal New Zealand Air Force, after completing his degree at the University of Otago. In 2009, he re-enlisted in the army, and after the final end of his military career, he began developing video games.
