Julie Lofton, a former comedian, decided to make the film after working as a volunteer at a homeless animal shelter in Los Angeles. Lofton says that "for most people, the scourge of pet overpopulation goes unnoticed, and the film should bring information about this calamity to every home."
According to a press release, the film should motivate people to take animals from shelters where, if left unclaimed, they can be euthanized, as well as sterilize their pets. Peter Gabriel called The Forgotten Best Friend a brilliant documentary that everyone who loves animals should watch.

David Duchovny on the example of the real stories of the mestizo Labrador Clover and the cat Oreo tells about the serious problem of the crisis of overpopulation of companion animals. Once in their shelter (Clover in Los Angeles, Oreo in Chicago), they become one of the millions of homeless animals that are taken by municipal shelters in the United States.
Despite the best efforts of shelters to find new owners, due to lack of resources and a small number of people willing to take in homeless animals, as well as due to the lack of targeted sterilization programs, such animals are more likely to be euthanized than to find a new home.
