Hertz Wolfovich Frank is a Soviet, Latvian and Israeli documentary filmmaker, director and screenwriter, born in 1926 in the Latvian city of Ludza. After the war, in 1947, Herz Frank graduated from the military school, and in absentia - Sverdlovsk branch of the All-Union Law Institute. For a long time he worked as a journalist and photographer, and since 1959 he has been a screenwriter and director of the Riga Film Studio.
