Born on March 7, 1948 in Moscow. Graduated from the State Central Institute of Physical Culture. He successfully participated in Russian and international tennis competitions. Under the leadership of Tarpischev, Soviet tennis players won 26 gold medals at the European Championships (1974-1983), became semifinalists of the Davis Cup (1974, 1976) and the Federation Cup (1978-1979), finalists of the Royal Cup (1981). Captain of the European team in the match Asia – Europe (1983). Adviser to the President of the Russian Federation on physical culture and sports (1992-1994), President of the National Sports Foundation (NSF) (1992-July 1994), Chairman of the Coordinating Committee on Physical Culture and Sports under the President of Russia (1993-1997).
