Vladilen was born in 1953, on April 12, in the Rostov region. Entered the philfaculty of Tbilisi University, the Department of Journalism. During his studies he played in the Youth Theatre of the capital of Georgia, which was led by the famous Chavchavadze.
The young man graduated with honors and immediately began to work in his profession, then moved to Moscow. He did not forget his passion for art. So, when he was the editor of the popular newspaper “Nedelya” and a special correspondent of “Izvestia”, he wrote a lot about cinema and everything related to it.
In 1992, Vladilen Arsenyev became the editor-in-chief of the Ostankino Film Programs Directorate. Then, as part of other television figures, he created a new television company, which became very popular and influential - NTV. He was the CEO of NTV-Plus. In 1998-2001 he headed NTV-Cinema.
When the famous company survived the reorganization, he left there and became the first deputy general director of the RTR channel. He only worked in this position for a year.
