Alexander Alekseevich Golutva was born on March 18, 1948 in Liepaja, Latvian SSR. In 1971 he graduated from the Faculty of Philosophy of Lomonosov Moscow State University. After graduating from graduate school at Moscow State University, in 1973-1974 he taught philosophy at the Leningrad Electrotechnical Institute named after V.I. Ulyanov (Lenin). Alexander Alekseevich Golutva was born on March 18, 1948 in Liepaja, Latvian SSR. In 1971 he graduated from the Faculty of Philosophy of Lomonosov Moscow State University. After graduating from graduate school at Moscow State University, in 1973-1974 he taught philosophy at the Leningrad Electrotechnical Institute named after V.I. Ulyanov (Lenin). Then he spent ten years in party work, holding posts from the instructor of the propaganda and agitation department of the CPSU district committee to the head of the cinematography department of the culture department of the Leningrad regional committee of the CPSU (1983-1985). He worked as editor-in-chief of the script board of the Lenfilm film studio (1985-1987), director of the Lenfilm film studio (1987-1996). Since 1997 - First Deputy Chairman, and since February 1999 - Chairman of the State Committee of the Russian Federation for Cinematography, since June 2000 - First Deputy Minister of Culture of the Russian Federation.
